1. The congress appreciates the Leadership of the Nigeria Football Federation (NFF) led by Amaju Melvin Pinnick for their top-notch administration of football in Nigeria and their steadfast commitment and support they have given to NLO over the years.
2. NLO congress acknowledged that NLO being the bedrock of football in Nigeria, reaffirmed their commitment to do the proper thing as related to international best practices so that Nigeria football can continue to grow and be globally competitive.
3. NLO congress approved the adoption of 5-years strategic plan, which will be submitted to the Nigeria Football Federation and the Federal Ministry of Youth and Sport.
4. Also, the NLO congress approved the adoption of the 2021 NLO league format in view of the challenges caused by the COVID-19 Pandemic which has affected sports globally.
5. NLO congress unanimously agreed that the registration for the 2021 season should end on the 26th of February, 2021 and the league will kick start on the 7th March, 2021.
6. Congress appreciates the efforts of all the individuals who are proprietors of clubs, team managers, players, sports media, and football fans for the development of grassroots football in Nigeria.
7. The Congress passed a vote of confidence on Alhaji Mohammed Alkali led Board and the Secretariat headed by Mr. Olushola Ogunnowo as evidence in the visible transformation and future assurance of big investors working with the league.
