The Nigeria Olympic Committee (NOC) has appointed retired Navy Commodore Omatseye Oscar Nesiama as Chairman of its reconstituted Technical and Development Commission.
NOC President, Engineer Habu Gumel, said the appointment was in recognition of Nesiama’s vast experience and his notable contributions to Nigerian sports and the Olympic movement.

“It is hoped that you will bring your expertise and experience to bear in achieving the goals of your Commission and the NOC in general,” Gumel stated.
Experienced Team of Administrators
The Technical and Development Commission has been restructured to include some of the country’s most respected sports administrators. Among them is Babatunde Ogunade, one of the most successful chairmen of the Lagos State Basketball Association and a member of both the University of Lagos Sports Hall of Fame and the Africa Sports Hall of Fame.
Also on the commission is Dr. Kweku Tandoh, a veteran sports administrator who has successfully managed several local and international competitions. Stakeholders have welcomed the composition of the new commission as a positive step for Nigerian sports.
Nesiama’s Vision
Nesiama, an internationally recognized World Athletics and Confederation of Africa Athletics technical official, has already assumed duty. A former Technical Director of the Athletics Federation of Nigeria and Deputy Director of Naval Intelligence, he emphasized the need for synergy between the NOC, federations, and the National Sports Commission (NSC).
“Our focus will be on engaging federations and stakeholders to align the NSC’s strategic performance with the NOC’s operational strategies. This will involve workshops and clinics where the Podium Performance Team and federations’ technical departments can work together to achieve cohesion,” Nesiama explained.
Terms of Reference
The NOC Technical and Development Commission will:
Review applications by National Federations seeking NOC recognition and make recommendations.
Liaise with the Federal Ministry of Youth and Sports Development in monitoring athletes’ welfare, particularly in preparation for major multi-sport events.
Organize seminars, workshops, and training for coaches, athletes, and technical personnel.
Assist federations in drafting statutes and constitutions in line with international standards and the Olympic Charter.
Develop a Code of Conduct for athletes.
Undertake assignments as directed by the NOC Executive Board.
Submit quarterly reports on its activities to the NOC Secretariat.
