The decision, delivered by CAF’s Appeals Board, overturned the original final result after a match marred by controversy.
Motsepe emphasized that the ruling reflects the independence of CAF’s legal structures, noting that different outcomes from the disciplinary and appeals committees demonstrate fairness rather than interference.
According to Motsepe, CAF deliberately restructured its judicial bodies by selecting highly respected judges and legal experts from across its 54 member associations to ensure credibility, transparency, and trust in its decisions.
The 2025 Africa Cup of Nations Final had ended in chaos after a late penalty decision sparked protests from Senegal’s players, who temporarily walked off the pitch.
Although Senegal eventually won 1-0 in extra time, the Appeals Board later ruled in favour of Morocco, awarding the hosts a 3-0 victory.
Motsepe admitted the incident damaged the competition’s image, stressing that CAF remains committed to improving officiating standards, governance, and public confidence.
Importantly, he welcomed Senegal’s decision to escalate the matter to the Court of Arbitration for Sport (CAS), describing it as a legitimate and necessary step.
“Every one of the 54 countries has a right to appeal not only at CAF but also at CAS, and we will respect the decision taken at the highest level,” Motsepe stated.
CAF has also begun reviewing the events surrounding the final to identify shortcomings and implement reforms aimed at preventing similar controversies in the future.
Senegal’s appeal to CAS now represents the final avenue in what has become one of the most contentious episodes in recent African football history.
